have water regen faster

for those of us that thrive on farming now, we need a lot of water. Unfortunately we have to wait a long time for 24 units which can be used up in an instance if watering 5 plants.

So to make life simpler, please do the following:

1) Increase the regen rate
2) Regenerate it while offline
3) Increase the cap of water
