Character's changed appearance

My character's hair color and clothes have changed, and occasionally her arm is completely black, in the character select screen. Issue didn't develop until after the patch.

Also, if I buy a hair style, is it supposed to stick with the account, or just by character? Previous to the patch, i could select other hairstyles I had previously bought, when creating a new character... and now I can't? Slightly confused on how that works...

I use Chrome, on Windows 7 64 bit, with an AMD Athlon 7850 dual-core processor, 4 gig of RAM, and Nvidia GeForce 9500 GT.

The colors on my character seemed to have fixed themselves, for the moment... though, still curious on whether cash shop items are account-wide or not.
