"Learn About the Food Chain" locks the game up

When I approach this fellow at the little pond in the School (he has a quest marker "!" above his head), my screen locks up like this:



The accept and decline buttons are inactive and there is no "X" button to exit the screen.  My only option is to refresh the page and re-log.  I have tried talking to him both mounted an unmounted, the result is the same.
Running Google Chrome 28.0.1500.95 m on Win7 Home Premium.

I've been having this problem too. It's a shame, it's such a high exp quest..
