Just a random idea I thought should post anyway.
Why not create bait that attracts a specific fish? this way it also should be easier to complete the fishing quests, ofcourse. this bait is more expensive.

Something I've been wondering... If bait is worms, does that mean we'll be able to grow our own bait on the farms when we get those?

What about digging for bait? With the recent price increase in bait I think working for it instead of buying it might help a lot of people out.
